Step-Up CPF Housing Grant 2026

$15,000 for second-timer families moving up from a smaller flat or public rental to a 2- or 3-room flat. Household income must be $7,000 or less.

What the Step-Up Grant is

The Step-Up CPF Housing Grant helps second-timer families move from a small flat or a rental flat into a slightly bigger home. It is a flat $15,000, credited to your CPF Ordinary Account.

Who qualifies

  • Second-timer families. Singles are not eligible.
  • Your current or last home is a 2-room flat, a 3-room flat in a non-mature estate, or a public rental flat.
  • Your next flat is a new 2-room Flexi or 3-room flat, or a 2- or 3-room resale flat.
  • Household income of $7,000 or less.
  • No private property now or in the last 30 months.

HDB confirms which current and next flat types qualify for your case in your HFE letter.

Stacking with the PHG

On a resale flat, you can add the Proximity Housing Grant if your household has never taken it: $30,000 to live with your parents or $20,000 within 4km. Second-timers can get up to $45,000 in total.

Fresh Start Housing Grant

Second-timer families with young children who live in public rental may get the Fresh Start Housing Grant of up to $75,000. It is for short-lease 2-room Flexi or 3-room flats, with household income of $7,000 or less. $60,000 is given before key collection and $15,000 over five years after.

Resale levy

When second-timers buy a new flat or new EC, a resale levy usually applies because you have already had a subsidised flat. Your HFE letter shows the amount.

Who is a second-timer?

Someone who has bought a new HDB flat, a DBSS flat or a new EC, or received a CPF housing grant, before. Divorce does not reset this.

Can I get the Step-Up Grant on a 4-room flat?

No. It is only for 2-room Flexi and 3-room new flats, or 2- and 3-room resale flats.

Can I combine it with the PHG?

Yes, on a resale flat, if you have never taken the PHG. Second-timers can get up to $45,000 from the two grants together.
